The Unburied Scholar's Appraisal
Groflah appears at night and shares a spawn. Mojax will wander unless repeatedly hailed or slowed.
Recommended Route
Start the tonic stockpile by purchasing 110 Kiola Nuts from Cleonae Kalen in Ocean of Tears and 220 Flasks of Water from any merchant. Each tonic consumes one nut and two waters.
Take those components to Trumpy Irontoe in South Kaladim and trade the nut with its two flasks for a Tumpy Tonic. Brewing the tonics yourself is also valid, but the South Kaladim exchange is the straightforward option when assembling a full batch.
Deliver the 110 finished tonics to Groflah Steadirt at the East Freeport dockside bar. He only appears at night and can be delayed by his shared spawn, so expect to wait or change difficulty if the bar is occupied.
For the message intercept, first make sure you are amiable with Mojax Hikspin by the West Commonlands lake. Give him a Bottle of Milk while he is standing still; Duggin Scumber will appear, taunt Mojax, and flee before despawning.
Mojax then follows his long patrol, eventually leaving an A Note and returning to his starting point. Keep Mojax from wandering by repeatedly hailing him or use a lengthy movement-speed slow. Bring a generous milk supply: you need at least 42 Duggin kills and thus 42 A Notes, and a few extra attempts spare an avoidable shopping trip.
Take all 42 A Notes to Sir Lucan D'Lere in West Freeport to complete the final faction work.
