The first trade stops at amiable. Do not purchase its materials forever and call it persistence.
Recommended Route
Begin by giving Metal Bits to Crusader Iktra in North Ro, four at a time, until he stops accepting them at amiable faction.
To make Metal Bits, use a forge: combine 2 Small Pieces of Ore with 1 Water Flask. Each blacksmithing combine yields 2 Metal Bits, so stock enough ore and water before starting the first phase.
Once the Metal Bit trade is closed, switch to giving Small Pieces of High Quality Ore to Crusader Iktra until New Sebilisian Expedition is complete.
To make those higher-value pieces, place 1 Small Brick of High Quality Ore and 1 Smithing Chisel in a forge. The combine splits the brick into 2 Small Pieces of High Quality Ore; the chisel is returned.
If buying high-quality bricks is too expensive, refine Fine Steel weapons at a forge with a Water Flask. The resulting high-quality bricks and occasional pieces can feed the chisel step directly.
